All-terrain Vehicles

An all-terrain vehicle (ATV) is defined as "Any motorized vehicle manufactured and used exclusively for off-highway use with an unladen dry weight of 1,500 pounds or less, traveling on three, four or more non-highway tires, with either:

  • A seat designed to be straddled by the operator and handlebars for steering control; or
  • A width of 50 inches or less, measured from outside of tire rim to outside of tire rim, regardless of seating or steering arrangement ."

You have 30 days from the date of purchase to title and pay sales tax on your newly-purchased ATV.   If you do not title the ATV within 30 days, there is a title penalty of $25 on the 31st day after purchase. The penalty increases another $25 for every 30 days you are late with a maximum penalty of $200. Our online sales tax calculator may help you calculate the taxes and fees you will pay.

  • No sales tax is due on a used ATV purchased from an individual for less than $3,000.
  • There is no exemption from paying sales tax on an ATV purchased for “farm use”.

ATV Registration, Titling, and Insurance

Attention Snowmobile and ATV customers: DCNR recently transitioned to a new snowmobile and ATV registration system, and we are aware of certain issues that have arisen since this new system has been launched.

Please know that we are working to address these issues and have more detailed information that has been provided on the Dealer, Owner, and Registration sites.

We are sorry for any inconvenience that this has created and will keep you updated of our progress.
_________________________________________________________________

All ATVs in Pennsylvania -- except ATVs used solely for business or agricultural purposes -- need to be registered and titled with DCNR’s Snowmobile/ATV Section. The money from ATV registration is used to:

  • Provide funding to administer the program
  • Maintain trails on DCNR-managed forests
  • Provide grants to profit and non-profit organizations for developing additional riding opportunities in the commonwealth

In addition, if you plan to ride your ATV on property that is not owned or leased by you, you must carry liability insurance. Proof of that insurance must be carried with you when you ride.

There are no minimum requirements or coverage standards established by DCNR or the Snowmobile/ATV Law for the liability insurance.

ATV Registration

The type of registration you need depends on where you plan to ride your ATV:

  • General Registration -- This registration permits the ATV to be operated off the owner or operator’s private property. The registration fee is $20 for two years. The owner is provided with a registration plate, an expiration sticker, and a Certificate of Registration wallet card.

  • Limited Registration -- This registration is for ATVs used exclusively on the property of the owner. There is no fee and the registration does not expire. The owner is provided with a registration plate and a card, but no expiration sticker.

In Pennsylvania, registration is not required for:

  • ATVs used exclusively as utility vehicles for agricultural or business operations
  • ATVs owned by nonresidents covered by a valid registration in their state, province, or country that honors Pennsylvania registration
  • ATVs owned and used by a federal, state, or local government body
  • ATVs owned by a dealer who has been issued a dealer registration certificate and used only in connection with the dealer’s business

Registration Plate/Stickers

When you register your ATV, you will be issued a registration plate for your vehicle. An expiration sticker to be affixed to the plate will be issued for general registrations. This registration plate shall be securely attached to the upper half of the rear of the ATV. No part of the plate shall be in line with a tire.

The information on the plate must be clearly visible from behind the ATV. It is important to clean mud and dirt off your ATV registration plate at frequent intervals so the information on the plate is clearly visible.

The registration sticker must be placed in a bottom corner of the plate.

ATV Titles

All ATVs in Pennsylvania must have a title issued by DCNR. The cost of a title is $22.50. The exceptions to this requirement are for:

  • ATVs registered with DCNR prior to February 12, 1987 -- these ATVs do not require a title until they are sold by the owner
  • ATVs used exclusively as utility vehicles for agricultural or business operations
  • ATVs owned and used by a federal, state, or local government body
  • ATVs owned by a dealer before and until sale
  • ATVs owned by a nonresident
  • ATVs owned by a Pennsylvania resident, but registered and used in another state

How to Register and Title Your ATV

If you purchase your vehicle at a registered dealer, you will be issued a registration plate with a temporary 45-day registration sticker. The dealer will handle your application for title and registration.

If you purchase your ATV privately you will need to supply DCNR with:

  • Completed application for registration and titling
  • Proof of Vehicle Identification Number (VIN)
  • Fees
  • PA sales tax or proof that tax has been paid

Applications for registration and titling of ATVs are available from:

  • DCNR’s Snowmobile/ATV Registration Section
  • ATV dealers
  • Forest district offices
  • State park offices

The registration and titling application form, along with the registration and titling fees and sales tax statement, must be completed and sent to:

Department of Conservation and Natural Resources
Snowmobile/ATV Registration Section
P.O. Box 8553, Harrisburg, PA 17105-8553

Registration Renewals, Replacement Documents, Changes of Address, and Transfers

Please contact DCNR’s Snowmobile/ATV Registration Section if you need to:

  • Renew your registration
  • Replace lost or damaged registration certificates or stickers
  • Change your address

You must notify the Snowmobile/ATV Section in writing of any change of address within 15 days. Replacement of lost or damaged registration certificates, limited registration certificates, registration decals, registration plates, or expiration stickers is $5.

You also can perform these transactions online at the Snowmobile/ATV Vehicle Owner Portal, as well as obtain rider safety and user guides on operating your vehicle safely.

ATV Title/Registration Transfers

If you are transferring the title of your ATV to a new owner, complete the assignment on the back of the certificate of title and obtain notarization.

The new owner must then apply for a new certificate of title and registration in his/her name. Do not remove the registration decal or plate from the machine.

Registration cannot be transferred from one owner to the next. If you no longer need registration because you have disposed of your vehicle in some way, complete the reverse side of your certificate of registration indicating the disposition status and listing buyer’s name (if applicable), sign, date and return to DCNR within 15 days of disposition.

You may request the remaining months of your current registration be applied to a new registration of another vehicle that you have acquired. The fee for this transaction is $5.

Insurance for ATVs: whether it is necessary to draw up, documents, cost

The popularity of ATVs has grown significantly over the past few years. ATVs are a great option for off-road trips and competitions, they are appreciated by hunters and fans of extreme riding. Many owners wonder if such a vehicle needs to be insured after purchase. This question is answered by the experts of the water-motor center "Sport Extreme".

Is it necessary to apply?

Most often, ATVs are used for sports and entertainment. In our country, they are officially classified as self-propelled vehicles - those that are rarely used on public roads. By the way, snowmobiles, tractors and combines belong to the same category. And while there are no changes in the legislation of the Russian Federation on this matter, the owners of motorcycles decide for themselves the question of the need for insurance.

When is the best time to take out insurance?

Every quad bike owner should remember: if he needs, even occasionally, to go to the city or to the highway on his "iron horse", he automatically becomes a road user. And here the law already operates: any vehicle is subject to compulsory insurance. Therefore, when deciding whether to insure or not, consider for the future what roads you plan to drive on.

What situations can I insure against?

On the one hand, an ATV is a vehicle, on the other hand, property. And you can insure it from a number of situations. When applying for a policy with an insurance company, the owner himself chooses from what situations he considers it necessary to protect his ATV: theft, damage (in an accident and not only, damage to equipment by third parties, natural disasters, including snow falling from the roof, etc.) .

If you are concerned about insured events both on the road and off it, make out CASCO, if only the first option is enough CMTPL.

What documents are required for registration?

The procedure will require a minimum package of documents. During a personal visit to the insurance organization, you must have with you:

  • passport of the owner of the vehicle;
  • a document that confirms the ownership of the ATV;
  • driver's license to drive a self-propelled vehicle;
  • form of passed technical inspection.

If you are the owner of the vehicle, but another person will drive it, then you will need a passport (or a copy) of this driver to enter it into the insurance. There may be another situation: if you are not the owner of the ATV, then take the owner's passport with you.

Some companies offer to issue a policy remotely. In this case, the employee who will communicate with you via the Internet, by phone or in instant messengers, may additionally ask you to send your clear photo.

How long to do?

ATV is often used irregularly, so it is far from always profitable to make a policy for a year. Select the periods during which you plan to use the transport. It doesn't have to be a whole summer or fall season. You may well choose specific months (for example, you expect to work hard in the office until July, spend July at the resort, and already in August and September ride an ATV with a breeze.

How much does an insurance policy cost?

You can find this out on the websites of insurance companies (as a rule, there are online calculators there) or by calling the contact numbers of these organizations. The cost of the service is calculated individually for each client. But there are a number of factors that can influence the final figure in one direction or another:

  1. If the driver is not yet 22 years old, you will have to overpay for the policy.
  2. The shorter the period of insurance, the cheaper it is.
  3. If the driving experience is more than 3 years, a reduction factor is applied.
  4. A bonus of 5% is provided for accident-free driving.
  5. Insurance will cost more for a resident of a metropolis than for a person living in a small town.

The model of the ATV also matters. The more expensive it is, the higher the insurance. For example, a CASCO policy will cost about 20% of the cost of the ATV itself.

What to look out for?

Do not rush to contact the first company that comes across. Consider several options, call and discuss the conditions, ask questions. And then choose the most attractive, in your opinion, offer. Before signing, carefully study the contract, including information about what insurance covers and does not cover, about insurance premium payments.

The average cost of an MTPL policy for an ATV is several times lower than car insurance. At the same time, the risk of motorcycles getting into an accident is higher than that of conventional cars. This is definitely unprofitable for companies, but refusing a client means practically sending him to a competitor plus violating No. 40-FZ, Art. 1.

Therefore, some insurers try to cheat, for example, offer additional paid products. They do not have the right to impose them, so before purchasing the recommended one, think about whether you really need it. It is your legal right to refuse additional services you do not need.

Property title insurance upon purchase, insurance against loss of an apartment, how much does a title cost in Moscow

Title insurance of an apartment is the protection of the buyer of real estate against financial losses that he may incur if the rights to this property are declared invalid. For example, in the case of fraud, filing a claim by persons whose rights, as it turned out, were not taken into account and violated during the purchase and sale of housing.

In what situations does apartment title insurance protect

Apartment title insurance protects you in the following situations:

  • The illegality of the transaction.
  • Fraud. As an example, when a property was sold by a person who does not have rights to it, but forged documents establishing his ownership of it.
  • Infringement of the rights of third parties, for example, a minor child, because of which the court decided to terminate the transaction.
  • Incapacity of any party involved in the purchase and sale of an apartment.
  • Incompetent court decision, because of which it was decided that the right of the new owner to the purchased object is subject to cancellation.
  • There are errors in title documents, such as a title deed, which prevents the purchaser of the apartment from registering in the registry or public records that they are now the legal owner of the property.

Any of the above situations can cause your home purchase transaction to be declared invalid and you must return it to the seller. Refunds in this case can be a real problem, to the point that you can be left with nothing. When you conclude an insurance policy for the title, the insurance company will pay you the market value of the apartment, so you will not incur any financial losses.

If you do not want to search and choose a reliable Insurance Company and save money at the same time, we will help you choose a profitable individual package of insurance services at the most attractive price at the moment!

Advantages of insurance

Apartment title insurance has many advantages:

  • Guarantee that the bank will issue you a mortgage loan. Many financial institutions refuse to apply for a mortgage if the purchased property is not insured.
  • Financial security. If the legal transaction is invalidated or you are scammed, you will get your money back and not be left with nothing.
  • Whole nerves. You do not have to worry that you can lose both your apartment and money if something happens. You will be completely financially protected.
  • Save time. Lengthy court proceedings, collecting the necessary documents, running around trying to prove that the apartment should belong to you - real estate title insurance will completely protect you from this and save you time if it suddenly turns out that you will be deprived of the rights to the purchased apartment.

As you can see, such a policy has a lot of advantages. The most important thing that apartment insurance gives is absolute peace of mind and complete financial security in any situation related to your property. Whether scammers try to take away your housing or it suddenly turns out that its legal purity was poorly checked and due to some nuances it must be returned to the previous owner, you will be protected and will not lose your money.

How much will

9 cost0002 The cost of title insurance for an apartment varies from 0.2 to 3% of the sum insured. The latter, in turn, is an indicator of how much money you will receive if it is decided that you are not the owner of the apartment.

Usually the amount of insurance payments is equal to the market value of the apartment. A real estate lawyer conducts an individual examination of housing, on the basis of which he subsequently renders the exact cost of it and the amount that the owner will receive if his apartment is subject to alienation.

In addition to the sum insured itself, several parameters also affect the value of the property title insurance:

  • The number of risks that are prescribed in the contract.
  • Policy validity period.
  • The history of previous owners or the house or the reliability of the developer if the apartment was purchased in a new building (developer insurance).
  • Features of the regulatory framework that was in force at the time of the transaction for the sale of housing or its privatization.

How many years the insurance contract is concluded

The title insurance contract is concluded for any period from 1 to 10 years. The exact period of validity of the insurance is indicated by the client when signing an agreement with the insurer. It should be borne in mind that the amount of insurance is indicated for the year and in case of an increase in its term, it will also increase proportionally, but with a small discount.

You can conclude such an insurance contract in our company STS Broker in Moscow. We have been working in this area since 2005, adequately assessing the property of our clients. We have a large insurance portfolio, which guarantees that you will receive the full amount of payments that you are entitled to under the contract.

With us you don't have to worry about anything! Having concluded a title insurance contract with us, you can safely buy an apartment. You will be protected from any unforeseen situations and will not incur any financial losses in case of doubts about your right to this property!
