We are not satisfied with the policy of the city government. For example, Eduard Gurvits decided to recover money from the 7th Kilometer market, which he allegedly owed the city, and to build a shopping center on the site of the Malinovsky market. Claims to the markets (quite dubious) hit the pockets of Odessans involved in trade. The town-planning policy of the mayor's office is indignant. The historical center is being built up, parks are being liquidated, slopes are being sold. As long as it happens randomly. But according to the new master plan proposed by the mayor's office, this will be done systematically and systematically. In addition, Hurwitz proposes to liquidate another city-forming enterprise - the port.

It turns out that Eduard Hurwitz is solely to blame for all the troubles?

When we began to understand the problem, it turned out that only Hurwitz could not be blamed. In particular, on the site of the Malinovsky market, a shopping center wanted to build a structure close to the head of the regional organization of the Party of Regions, Leonid Klimov. A rather paradoxical situation has developed in Odessa, in which the mayor, who is a member of the political council of Our Ukraine, has the full support of the "regionals" - the largest faction in the city council. The Party of Regions at the local level is a technical business project that came to power under the slogans of protecting the Russian language and friendship with Russia. And now he tries not to think about it. Eduard Hurwitz and the entire system of city government are just a product of the state system as a whole. The mayor's office allowed the Primorye group, controlled by the People's Deputy of Regions Leonid Klimov, to actively build up the Odessa coast. Believe me, if this was the main reason, I would solve such problems differently: certainly not through public criticism of the city authorities. I have business interests in other cities and outside the country. It’s just that I’m from Odessa and I can’t stay away.

Twice you tried to organize a referendum on no confidence in the mayor. And both times they failed. Why?

We were simply not given the opportunity to hold it. For the first time, the referendum was canceled by a court decision. As for the second attempt, a criminal case was opened on the fact of its conduct with an incomprehensible wording. People who participated in the organization of the referendum were summoned to the prosecutor's office and put all kinds of pressure on them. Now the case has been taken from Odessa to Kyiv. And the point is that while the criminal case is dragging on, Hurwitz has nothing to fear.

Were you, as an organizer, summoned to the prosecutor's office, did they try to somehow put pressure on you?

No. But you can always find a "weak link" - it is difficult for an ordinary citizen to withstand the pressure of the administrative apparatus.

In October this year, the public organization Rodina grew into a full-fledged political party with the same name. Does it have anything in common with the Russian party of the same name?

Do you want to find the hand of Moscow? There is nothing in common, except, perhaps, a similar ideology.

What principles will the party adhere to?

The first is the elimination of the presidency. Notice whoever we choose as the head of the country, the people still hate them. Moreover, the budget for the maintenance of the president includes more than 1.2 billion hryvnia. The second thesis is the federalization of the country, which is the only way to save Ukraine from collapse. All issues of humanitarian policy should be decided locally: if they want to march in formation with torches in Ivano-Frankivsk, that's their business. But let them not decide for us what to teach children in the Odessa school and in what language to watch films in cinemas. We propose to form the upper house of parliament from representatives of the regions, and the lower house should be created on the basis of open party lists. Thirdly, we are in favor of increasing the state presence in strategic sectors of the economy. Russia is now following this path, where large state corporations are being created that can compete with transnational corporations.

Who will finance the Rodina party?

I financed the public organization. And now we will have party members who will pay membership dues.

According to unofficial information, those who stand behind the Odessa port and the 7th kilometer industrial market are among the donors of the Rodina public organization in the city. This was supposedly their contribution to the fight against Hurwitz. How true is this information?

This is nonsense. Only one person is included in the Motherland party from the trading port - this is the leader of the trade unions. The port is a state enterprise. Where can they get funds to support the party? As for industrial markets, we also talked mainly with trade union leaders. And I don’t even know the owner of the “7th kilometer” and have never seen him.

Natalia Vitrenko called for the early termination of the powers of the deputies of the Odessa City Council, elected from the PSPU. Your last name is among them. Why did Vitrenko decide to take such a step?

Natalya Mikhailovna's actions defy the logic of a sane person. We have never been members of the PSPU, but were nominated by the Rus party. And they had nothing to do with Mrs. Vitrenko herself. When we headed the bloc (the Bloc of Natalia Vitrenko "People's Opposition", the Progressive Socialist Party of Ukraine (PSPU) and the party "Rus" - "DELO") in the Odessa region, our result in the elections was 8.6%. When she went to the polls on her own a year later, her rate was 1.2%. In other words, they voted for us, not for her. Today she is trying to lead us. But sitting all day, holding meetings, banging pots is not our way of fighting. You can't complain that it's bad all the time. Everyone already knows about it. We need to talk about how to do better. That's what she doesn't offer.

What exactly caused her dissatisfaction?

Your name is associated with the attack on the Odessa office of "Prosvit" in September. Alexander Stepanchenko, Chairman of the Board of Prosvit, said that you were at the head of 50 extremists who besieged their office. How was it really?

There was no attack... For some reason, no one says that according to some decree of the Minister of Culture, books in Russian are thrown out of Odessa libraries. And they fill them with Ukrainian literature... I did not lead any extremists. Yes, and there were none. Indeed, I watched the action, I was interested. Young people are accustomed to vividly express their opinions about forced Ukrainization and the imposition of ideals alien to them. Well, the guy took it, from a paintball gun he shot with five balls at a stretch with the inscription "Enlightenment". Now we will enroll him as an extremist, on a par with Bin Laden? At the same time, Stepanchenko was so frightened that he began to shout "Help!" in Russian.

How would you comment on the figure of $52 million that you are credited with, assessing your wealth?

I have no idea how these numbers are calculated. But let's evaluate within these limits.

What business are you currently in?

Construction. We plan to develop a garbage collection company throughout the country. The media business is interesting, it is planned to create a network of car dealerships. There are interests in the aviation business.

Your company Soyuz was going to implement a project to build a waste processing plant together with the government of Ukraine. How are things with this cooperation today?

The city authorities did not allow to implement it. Unfortunately, despite the obvious understanding that such an enterprise is necessary for the city, politics turned out to be above common sense. We have completed project documentation for the plant, a preliminary agreement on the purchase of land. The project was estimated at 50 million hryvnia. I took on half of the expenses, the rest was to be financed by the state.

Why didn't the government support you in this matter?

This question is worth asking the government. Today, to open such a plant, it is necessary to spend one and a half times more funds.

They say that the Odessa TV channel ATV belongs to you. Under what conditions do you own it?

I am related to the channel, but I am not de jure its founder. Many projects of the ATV channel are ideologically close to us and, accordingly, we finance them.

There is information that people's deputy Sergei Kivalov is also related to this TV channel. Which one?

Sergei Kivalov is not in the founding documents.

Is ATV your only media business project? According to some reports, you are behind the Revizor Internet portal, which specializes in political technology projects...

I have nothing to do with the Revizor. I have a website of the Rodina party, an Internet portal of the ATV channel. We also create websites, newspapers, new magazines. Including Republicans. But basically it will be the party press.

On what rights do you own the Slavic Alliance holding?

I fully own the holding.

What does he do?

Real estate. Not only here, but also in Russia. Several major projects were planned in Odessa: the construction of a five-star hotel, the construction of a business center and a television center. But all this is still in the plans. I understand that business can be developed by those who are in good relations with the authorities. If we are in opposition, we actually lose money.

Losing a lot?

Take, for example, a waste processing plant: it was necessary to invest 50 million hryvnias, now we need to talk about 80 million hryvnias. The project documentation cost about 300-400 thousand dollars. He paid half a million dollars for the preparation of technical documentation for the future hotel and business center.

Where did you plan to build the properties you are talking about?

In the resort area "Arcadia", on the basis of the former sanatorium "Neftyanik", which was unfinished for 20 years.

Is it not far from the elite residential complex "White Parus", which was built by the "Slavic Alliance"? By the way, how much did it cost to build?

Nearby. The house was built according to the original design of the architect Yuri Belikov. The first floors are provided for offices, the rest - residential premises. In addition, the "White Sail" includes a fitness center, tennis courts, a mini-football field. There is a well-maintained park nearby. Overall, the project cost $60 million. The cost is high due to the fact that the house is located on a slope. A lot of money had to be spent on installing the foundation using modern technologies, as well as on non-standard facade glazing.

Who together with you acted as the investor of the White Sail?

I am a sole investor. To date, 75% of the premises have been sold. As for the remaining square meters, I do not want to succumb to the general panic in the real estate market and sell them at low prices. Many companies suspended the construction of their facilities due to the crisis, and the White Sail was put into operation. This only increases its value.

How much money did you plan to invest in the neighboring construction of a business center, a hotel?

Let's put it this way: the construction of a business center will cost a little less than the cost of the White Sail.

What kind of business do you run outside of Ukraine?

We are starting several projects in Sochi for the construction of residential complexes with a total cost of about 50 million dollars. Why in Russia? The political and economic situation there is much more stable than here. In Russia, the government forced business to serve the state. And it is right.
