All-terrain Vehicles

An all-terrain vehicle (ATV) is defined as "Any motorized vehicle manufactured and used exclusively for off-highway use with an unladen dry weight of 1,500 pounds or less, traveling on three, four or more non-highway tires, with either:

  • A seat designed to be straddled by the operator and handlebars for steering control; or
  • A width of 50 inches or less, measured from outside of tire rim to outside of tire rim, regardless of seating or steering arrangement ."

You have 30 days from the date of purchase to title and pay sales tax on your newly-purchased ATV.   If you do not title the ATV within 30 days, there is a title penalty of $25 on the 31st day after purchase.   • No sales tax is due on a used ATV purchased from an individual for less than $3,000.
  • There is no exemption from paying sales tax on an ATV purchased for “farm use”.

To title and register an ATV in the state of Missouri, the owner must submit the following:

  • The Certificate of Title or Manufacturer's Statement of Origin (MSO), properly signed over to you (see instructions);
  • A signed Application for Missouri Title and License (Form 108);
  • Notarized Lien Release (Form 4809), if applicable.

How can I title and register an ATV?

There are two convenient options:

  • Mail: You may title and register by mail following the instructions on your Application for Missouri Title and License; or
  • In Person: You may visit any Missouri license office.

To title and register an ATV you will pay:

  • State sales tax of 4.225 percent and any local sales tax due on the net purchase price (the purchase price less trade-in allowance or other allowance, if any). Local sales tax is based on the rate where you live, not where you bought the ATV.
  • $8.50 title fee
  • $10.25 registration (decal) fee; and
  • $6 processing fee.

You will be issued a registration (decal) that must be renewed every three years. 

What do I need to renew my ATV registration (decal)?

To obtain information regarding your ATV registration (decal) renewal requirements, you may visit the Department's Renewal Requirements Inquiry system.

To renew an ATV registration (decal), the owner must submit the following:

  • Proof of ownership/registration, including one of the following:
    • Registration Renewal Notice; or
    • Copy of previous registration receipt.

How can I renew my ATV registration (decal)?

There are four convenient renewal options:

  • Phone: Call 573-751-1957 to see if you are eligible to renew over the phone. This service is available Monday-Friday, 8:00 a.m. to 4:30 p.m.
    Your local license office may also provide phone-in renewal services. Visit https://dor.mo.gov/license-office-locator/ for more information.
  • Online: You may be eligible to renew online if a Personal Identification Number (PIN) appears on your Registration Renewal Notice;
  • Mail: You may renew by mail following the instructions on your Registration Renewal Notice; or
  • In Person: You may visit any Missouri license office.

For an ATV registration (decal) renewal you will pay:

  • $10.25 registration fee; and
  • $6 processing fee.

NOTE: A $5 renewal penalty will be charged if you renew your ATV registration (decal) after the expiration date.

Utility Vehicles

A utility vehicle is defined as “Any motorized vehicle manufactured and used exclusively for off-highway use which is more than 50 inches but no more than 80 inches in width, measured from outside of tire rim to outside of tire rim, with an unladen dry weight of 3,500 pounds or less, traveling on 4 or 6 wheels, to be used primarily for landscaping, lawn care, or maintenance purposes."

  • A utility vehicle does not meet the definition of a motor vehicle or ATV, and will not be titled and registered.
  • A utility vehicle cannot be operated upon the highways of this state unless it is:
    • Owned and operated by governmental entity for official use,
    • Operated for agricultural or industrial on-premise purposes, or
    • Operated by a handicapped person for short distances on secondary roads.
  • The operator of a utility vehicle must have a valid driver license, but does not have to be motorcycle qualified.
  • Cities and counties are allowed to issue special permits for utility vehicles to be used on county roads within the county or on highways within the city to licensed drivers for a fee of $15. The fee is to be kept by such city or county.
  • The seller of utility vehicles is responsible for collecting and remitting all applicable state and local tax on new utility vehicles.
  • The purchaser of a utility vehicle may qualify for a “farm use” sales tax exemption.

Recreational Off-highway Vehicles

A recreational off-highway vehicle is defined as "Any motorized vehicle manufactured and used exclusively for off-highway use which is more than 50 inches but no more than 80 inches in width, measured from outside of tire rim to outside of tire rim, with an unladen dry weight of 3,500 pounds or less, traveling on 4 or more non-highway tires and which may have access to ATV trails. "

  • A recreational off-highway vehicle does not meet the definition of a motor vehicle or ATV, and will not be titled and registered.
  • The seller of recreational off-highway vehicles is responsible for collecting and remitting all applicable state and local tax on new recreational off-highway vehicles.

7.005 Manufacturer’s Certificate/Statement of Origin (CVC §4150[d])

Unless a new vehicle is sold by a licensed California dealer and an Application for Registration of New Vehicle (REG 397) is submitted, all applications for original registration and/or title of new vehicles and motorcycles must include a Manufacturer’s Certificate/Statement of Origin (MCO/MSO).

This does not include a direct import vehicle or a specially constructed (SPCNS) vehicle manufactured to resemble a recognized make.

Refer to Chapter 12, Nonresident Vehicles, for direct imports and section 7.190 of this chapter for SPCNS.

The MCO/MSO may be prepared at a factory, an assembly plant, or a business authorized by the manufacturer. All MCO/MSOs, except those for off-road equipment, should be produced in an identical format, and must include:

  • The manufacturer’s name and address.
  • The make, identification number, body type, year model, and vehicle series or model name.
  • The date and to whom the ownership was transferred from the manufacturer and the signature of the manufacturer’s agent (a signature stamp is acceptable).

Reassignments made in the space provided on the MCO/MS do no need to be notarized for California, even if a notarization space is provided.

Although variations exist, an MCO/MSO normally is: 7″ x 11″ in size, on paper stock sixty (60) pound offset or equivalent durability, and printed with security features that include:

  • Sensitized security paper without added optical brighteners that will not fluoresce under ultraviolet light.
  • Engraved border and prismatic-rainbow printing with Copy Void Pantograph (the word “void” appears when the document is copied).
  • Two complex colors (colors developed by using a mixture of two or more primary colors and black) and two security threads, with or without watermark, and/or intaglio print, with or without latent image, and/or security laminate.

Duplicate MCO/MSO

A duplicate copy of an MSO issued by the manufacturer is acceptable as proof of ownership.

  • It must clearly state “Duplicate” on the face of the document, contain the same security features as the original MSO, and contain the identical descriptive information, except for the issuance date, as the original MSO.
  • Any discrepancy invalidates the duplicate. A photocopy of the original is not acceptable.

MSO Continuations

  • Any continuation to an MSO must clearly state “Continuation” on the face of the document and contain the same security features as the original.
  • A “continuation” MSO must be used in conjunction with the original MSO.

New Vehicle with MSO Registration Requirements

When a new vehicle is sold by other than a California dealer and the vehicle has never been registered or titled in any state or country, the following are required:

  • A properly completed Application for Title or Registration (REG 343).
  • The Manufacturer’s Certificate/Statement of Origin (MCO/MSO) properly endorsed to the purchaser. Bills of Sale are acceptable in lieu of endorsement(s) on the MCO/MSO.
  • A vehicle verification, unless the vehicle qualifies for a verification exception (see below).
  • Weight Certificate for a commercial vehicles less than 10, 001 pounds unladen.
    • If the vehicle weights 10,000 lbs or more, or is a trailer in the PTI program, the estimated unladen weight is required and may be shown on a Statement of Facts (REG 256).
  • Declaration of Gross Vehicle Weight/Combined Gross Vehicle Weight (REG 4008).
    • Completed and signed by the owner for a commercial vehicle weighing 6001 pounds or more unladen (not required for pickups).
  • A smog certification, if appropriate.
  • The fees due from date of first use in California.

Vehicle Verification Exceptions

A vehicle verification is not required for:

  • A new trailer purchased in another state and eligible for registration under the Permanent Trailer Identification (PTI) Program provided:
    • The trailer has never been registered.
    • The trailer has not been modified, altered, or assembled from a kit.
    • A secured Manufacturer’s Certificate/Statement of Origin (MCO/MSO) is submitted for the complete trailer.
  • A new commercial vehicle purchased in another state as a complete vehicle or as an incomplete vehicle to which a new body was added to make a complete vehicle provided:
    • The vehicle has never been registered or issued International Registration Plan (IRP) registration in California or was issued IRP registration with the last 60 days only.
    • The vehicle has not been modified, altered, or assembled from a kit Manufacturer’s Certificated/Statement of Origin (MCO/MSO).
    • The vehicle has an unladen weight of 6,001 pounds or more.
    • The vehicle meets California emission standards.
      AND
    • A secured Manufacturer’s Certificate/Statement of Origin (MCO/MSO) is submitted for the (complete) vehicle, or
    • A secured MCO/MSO is submitted for both the cab/chassis and the body and the Statement of Facts (REG 256) from the owner which certifies the vehicle “was not constructed with any used components” and states the body type model (BTM) for a vehicle that does not meet California emission standards.

Certification of ATVs - obtain a certificate of conformity

  1. ATV Standard Certification, by an accredited body that assesses the degree of conformity of a motor vehicle, provided that it is included in the appropriate register and can organize laboratory tests.
  2. Declaration of conformity is carried out with the presentation of an evidence base, both own and obtained through testing accredited laboratories or certification bodies.

In addition to the certificate, you will need to obtain an OTTS certificate, which serves as an approval for the ATV and confirmation that it meets all the regulatory requirements that exist in the legislation of Russia related to these vehicles.

Attention! It will be impossible to get a passport without OTTS .

Subsequently, in order to register the equipment, it is necessary to issue the SBCTS, this is a certificate that guarantees the safety of the ATV.

Evidence base

In order to obtain a certificate of conformity for ATVs, an evidence base must be provided, including the following documents:

  • test reports of raw materials, components, materials on which the safety of ATV operation depends or declarations and certificates replacing them;
  • production quality management system certificates.
  • The declaration will be issued in a unified form, which is approved by the CU Commission. It will be necessary to register it in the prescribed manner, after which it will enter into force and will be valid for five years.

    Important! The declaration and evidence base is stored for 10 years after its expiration date.

    A set of documentation at the disposal of the applicant, which serves as a confirmation of compliance, must be presented to the supervisory authorities for control at their request.

    How certification is carried out in Amur Test

    The procedure for carrying out the certification procedure is as follows:

    1. Applying to the AmurTest center.

    Certificate of origin general form

    A certificate confirming the country of origin of goods is required, as a rule, by the customs authorities of the importing country in order to implement tariff and non-tariff measures to regulate the import of goods into the customs territory of the corresponding country and the export of goods from this territory (for example, to calculate the appropriate rate of import duty, including and preferential in the case of granting preferences to goods).

    Certificates of origin of goods of a general form are issued for Russian goods exported to all countries except for the CIS countries, if it is not required to issue certificates of origin of forms "ST-1", "ST-2", "A" or other types of certificates.

    From January 2, 2016, certificates of a general form are issued for goods exported to Ukraine.

    The certificate must be completed in the same language in which the form is printed (in English or Russian, respectively).

    In case of loss of the original Certificate, at the written request of the Declarant, a duplicate may be issued.
