Cut out cardboard in circle shapes to cover the wheel. You can use old shipping boxes for this. The rubber itself does not need to be covered with cardboard, so don't be worried if it is exposed. Instead, use plastic wrap to cover the whole tire when securing the wheel.
Once the tire has been compactly packed, you can place it in a box.

Glue the cardboard to the tires, then take the plastic wrap and completely cover the entire wheel/tire. Slightly deflate the tire so the rubber is a little softer and the sidewalls are a little thicker, then stick on the packing label and you're done.
