Five Chinese state-owned companies: PetroChina Co., China Petroleum & Chemical Corp., Sinopec Shanghai Petrochemical Co., China Life Insurance Co. and aluminum manufacturer Aluminum Corp. of China Ltd. announced on August 12 their intention to voluntarily delist their shares from trading on the New York Stock Exchange (NYSE). “These companies have strictly complied with US capital market rules and regulatory requirements since their listing in the United States, and the delisting decision was made based on their own business considerations,” said a spokesman for the China Securities Regulatory Commission. In Friday trading in the US, the shares of these companies fell by 4.5-6.2%. After their delisting, only three national-level Chinese state-owned companies, China Southern Airlines Co., will be listed on the US stock market. and China Eastern Airlines Corp. and Huaneng Power International Inc.
PetroChina Co. Ltd. is China's leading oil company with $405 billion in revenue in 2021. The Trump administration's Foreign Companies Liability Act, which went into effect last year, provides that the US will ban trading in securities of companies whose auditors cannot be audited by US accounting regulators for three consecutive years. The US Securities and Exchange Commission (SEC) has identified a significant number of Chinese companies as non-compliant following the release of their latest annual reports. 29In July, the SEC added e-commerce giant Alibaba to a growing list of companies whose shares could be delisted from U.S. exchanges if the U.S. and China fail to reach an audit agreement. In total, according to Bloomberg, almost 300 Chinese companies with a market capitalization of $2.4 trillion are at risk of delisting. In addition to Alibaba, they include JD.com Inc, another e-commerce giant, and Baidu Inc, the main Chinese-language Internet search platform. In January 2021, the NYSE delisted China Mobile Ltd. , China Telecom Corp. and China Unicom Hong Kong Ltd, under Trump's executive order, as affiliated with the People's Liberation Army of China.
Strategically, neither China nor the United States can afford a serious confrontation, said Mikhail Karpov, Associate Professor at the HSE School of Oriental Studies. Now relations between Beijing and Washington are "on a downward trend", but in a couple of months the situation will improve, the expert predicts. The departure of Chinese companies from the American market is explained not only by the political escalation due to the visit of the Speaker of the House of Representatives of the US Congress Nancy Pelosi to Taiwan. Since Trump, the US has been demanding more transparency from Chinese businesses that are listed on the US stock market. These requirements do not suit the Chinese side, which is why a number of companies have decided to leave the United States - it is simply uncomfortable for issuers from China to work on the American market, Karpov adds. In his opinion, it is China that loses more strategically from this. The Chinese market cannot replace the American one, especially given the enormous problems and macroeconomic imbalances in China itself, the expert concludes.
The decision is in line with the policy of the Chinese authorities, who for several years have shown a negative attitude towards the placement of their companies on the US stock market, says Vasily Kashin, director of the HSE Center for Comprehensive European and International Studies. Now these sentiments are clearly intensifying amid the growing political conflict between the two countries. And in this context, on the one hand, we see rhetoric in the US Congress calling for restricting the access of Chinese companies to American financing and, on the other hand, growing restrictions on the part of the PRC leadership, says Kashin. Recently, it has been constantly modeling various options for sanctions that could be imposed on China, for example, in the event of a conflict over Taiwan, and trying to protect itself as much as possible.
An area where US-China relations have been going bad for a long time and will go even faster is technology, Kashin says. The US tries to limit technological cooperation with China where it can afford it without any consequences for itself. At the same time, they are trying to squeeze Chinese technology companies out of the world market by imposing various kinds of sanctions against them, Kashin concludes.

The US court began considering the case of Russian citizen Vladimir Zdorovenin, who was arrested in Zurich on March 10, 2011 on charges of computer fraud and identity theft and illegal fraud with securities.
This week he was extradited from Switzerland to the USA.
On Tuesday evening, 54-year-old Zdorovenin was brought into a small hall on the fifth floor of the Manhattan Federal Court for initial clearance. He is represented for free by well-known lawyer Sabrina Shroff, who was the first defender of Russian Viktor Bout before he hired Albert Dayan.
The procedure took only 10 minutes and will continue on Thursday morning under the direction of Judge Paul Gardefy, who is in charge of the case. The tall, thin Zdorovenin introduced himself as a doctor of sciences and declared that he spoke English, but, just in case, they provided him with a court interpreter, Nelli Alishaeva.

In connection with Zdorovenin's extradition from Switzerland, the U.S. Attorney's Office for the Southern District of New York released the 24-page indictment against him.
According to this document, while sitting in Moscow, Zdorovenina's father and son registered Sofeco LLC, Pintado LLC, Tallit LLC, Novitex Corp. corporations in the United States in the mid-2000s. and Rauna Ltd. and opened their accounts with JP Morgan Chase and Asia Europe America's Bank. Vladimir Zdorovenin also controlled Rim Investment Management, which had an account with the popular brokerage firm Ameritrade, Inc., through which Rim traded shares on the stock exchange.
According to prosecutors, from March 2004 to March 2005, the Zdorovenins carried out a fraudulent operation in which hundreds of thousands of dollars were stolen from a large number of American citizens. In particular, from April to July 2004, the bank accounts of their companies Sofeco, Pintado and Tallit received payments illegally made by means of credit cards without the knowledge of their owners.
According to the prosecutor's office, the defendants bought the numbers of these credit cards from persons who obtained them illegally. They also obtained these numbers using special programs that were secretly installed on other people's computers and read confidential information when they were entered there by the victims. Then this information was received by the Zdorovenins, the prosecution claims.
The defendants allegedly transferred the stolen money to the account of their Novitex company, and then to the account of their corporation Lemery Group Ltd. in the Riga bank Lateko.
From June 2004 to February 2005, the Zdorovenins allegedly used the brokerage accounts of a number of aggrieved Americans and, without their knowledge, transferred, or attempted to transfer, hundreds of thousands of dollars to the accounts of their aforementioned companies.
